REQUEST FOR INFORMATION FOR PLANNING PURPOSES ONLY.



The General Service Administration (GSA) is issuing this Request for Information (RFI) to gather information from commercial organizations, educational institutions and non-profit organizations on new sustainable building technologies and practices in support of its Green Proving Ground initiative.



Registry of Innovative Sustainable Building Technologies and Practices (Green Proving Ground):



In pursuit of GSA's goal to reduce its environmental footprint significantly, PBS is seeking to harness the potential of innovative building technologies and operating practices.  As an initial step, PBS is creating a registry of innovative sustainable building technologies and practices that we can selectively deploy, and where applicable, test and evaluate.  Sustainable building technologies and practices are those that optimize energy performance; protect and conserve water; enhance indoor environmental quality; reduce waste and the environmental impact of materials; reduce greenhouse gas emissions associated with building operations; or promote integrated design.       

PBS is seeking information to populate the registry from commercial organizations, educational institutions and non-profit organizations.  To submit a product or process for inclusion in the registry, please complete the questionnaire at: http://www.gsa.gov/portal/content/205385



To ensure that the registry remains up-to-date, listed technologies and practices will be deleted three years after they initially have been added to the registry.  Questions about this announcement should be directed to the PBS Industry Relations Call Center at 1-866-PBS-VEND (727-8363).  Updates to responses to the questionnaire may also be made by calling this number.  This announcement will remain open unless and until a termination date is stated in a separate announcement.   



This Request for Information (RFI) is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP). Responses to this RFI are not offers and will not be accepted by the Government to form an agreement or binding contract of any nature. Information received may be used to assist GSA in creating an RFP and may be shared with other Federal agencies. Respondents are advised not to include any confidential business information with a response as the Government does not guarantee confidentiality of the information received. Although GSA asks that no confidential business information be submitted, it is our practice to protect the provided information and make it available on a need-to-know basis only to Government personnel and contractors who will be using this information on behalf of the Government.  However, we cannot guarantee that information, during transmission or while stored in our system or otherwise in our custody or control or in the custody or control of another Federal agency, will be absolutely safe from intrusion by others, and GSA and the Government will have no liability whatsoever for disclosure of your information due to errors or unauthorized acts of third parties during or after transmission.

(a) The Government does not intend to award a contract on the basis of this solicitation or to otherwise pay for the information solicited except as an allowable cost under other contracts as provided in subsection 31.205-18, Bid and proposal costs, of the Federal Acquisition Regulation.

(b) Although "proposal" and "offeror" are used in this Request for Information, your response will be treated as information only. It shall not be used as a proposal.

(c) This solicitation is issued for the purpose of gathering information on new sustainable building technologies.

The mission of the GPG Program is to, on a limited and carefully controlled basis, identify, test and evaluate innovative and underutilized technologies and practices in order to improve the performance of federal buildings across the country. The current GSA’s Green Proving Ground Program Request for Information will close on January 3, 2012. All interested parties are encouraged to complete the request for information “New Sustainable Building Technologies and Practices”, and included in the registry by the closing date.

All submissions will be reviewed for planning of existing and future considerations of technologies and practices to optimize energy performance; protect and conserve water; enhance indoor environmental quality; reduce waste and environmental impact of materials; reduce greenhouse gas emissions associated with building operations; and promote integrated design.
The GPG Program may review and consider technologies and practices in the registry for enhanced Measurement & Verification(M&V) in future years. Commercial organizations, companies, educational institutions and non-profit organizations are invited to submit their innovative building technologies and ideas to be included in the registry.
