Saving Daddy Ryan

INFORMANTS, SURVEILLANCE, AND UNDERCOVER OPERATIONS
                                                                                                                                                                                       "Good informant, good case. Bad informant, bad case. No informant, no case."                                                                                                                                                                                     The ability to be resourceful at information gathering and collection is the key determinant of success at policing and with criminal investigation.  When police are lacking a witnesses or  dealing with sophisticated criminals, or not getting much out of the crime scene evidence, they turn to tried and true methods of law enforcement informants and surveillance.  Other sources of information also exist that are either public or private, open or confidential, and the Internet, of course, has become a tremendous reservoir of open source information.  Use of informants is the more legally permissive, yet Ethically repugnant activity; and use of surveillance is the more legally regulated, yet ethically sound activity.  That's because informants are often used in the loose, early phases of an investigation to develop leads, and the activity of managing informants almost always involves compromising the integrity of law enforcement.  Surveillance, on the other hand, is a well-established craft involving technique and gadgets, and is almost always used to seal the fate of a target who has most likely already provided the police with enough facts to establish probable cause.  At least that's my opinion, but there are those who think surveillance is the greater evil, and there are those  who think informants are just another way ethical citizens can get involved in law enforcement.
                                                                                                                                                                       These statements are of factual events to the best of my knowledge.I have no interest in the out come of this case.Bad information and choices of Ryan Bailey and Jeffery Littleton.Ryan Bailey was employed by my company on a part time basis for about a month.In the past I would sponsor some of my workers that were on parole or probation. Ryan had explained his past and wanted nothing more than to be a new man.The path that he said was to be a father and put his past behind him.He was trying to find the right program to get into treatment for addictions.On February 5th Ryan's wife asked if I could pick him up at his cousins house at 1012 Orangeburg ave Modesto CA.I was looking for Ryan for work on Monday.When I arrived Ryan was in the back yard and could not leave.Jeff needed him to help pick up some furniture for his house.Jeff began to yell from his window that I had 15 seconds to leave or be socked up.With in the 15 seconds he leaped out of his window and said you think I'm playing.Pistol whipped me once in the head and hit 7 times with fist.In my past conversations with Ryan and according to the neighbors.Jeff has been involved in home invasions auto theft and will harm whom ever gets in his way.He bragged about his close ties to the leader of there group, gang, or boss.After leaving I wasn't sure what had happened.Later that evening Trish Ryan's wife was crying because of Jeff's power over Ryan.That evening I called crime stoppers and reported what had happened I was fearful for what might happen.Ryan is taking the fall for crimes of another or my tip led the a appearance of something I tip to crime stoppers.After going to court I see this whole matter should be re valuated.
