Unemployment Extension Benefits Bill HR 4213, S 3520, and Tier 5. The unemployment extension benefits bill is a big deal to Americans, and it will be an even bigger deal to Congress come this November. HR 4213, or the American Jobs and Closing Tax Loopholes Act of 2010, hit a roadblock in the Senate after being passed by the House. The Partisan politics as usual continues as nothing has been resolved.

The House also approved S 3520, a standalone bill which would extend unemployment benefits until December 31, 2010. HR 4213 extends benefits only until November 30, 2010. The Senate didn’t pass this measure needed.

The last unemployment extension vote came out and it was one vote shy of passage. The official vote was 58-38, but Senator Harry Reid had to vote “no” in order to be able to bring the bill back on the floor.

Reid is getting blamed for the failure to pass the bill in some circles because he failed to take a Republican Senator’s offer to make compromises within the bill, such as using unused stimulus funds to pay for at least half the cost of the bill.

Reid likely didn’t compromise because many expect the bill to pass once a replacement is named for Senator Robert Byrd, the Democratic Senator from West Virginia who died at the age of 92 last Monday. Had he been present, the vote would have had the exact 2/3 majority needed for passage.

What the bills don’t do – neither HR 4213 or S 3520 – is create a fifth tier ( Tier 5 ) of employment benefits. Both unemployment extension bills would only extend the amount of time to file for tiers 1-4 of unemployment, to a max of 99 weeks of benefits. Once the unemployment extension is passed, then people can fight for the fifth tier ( Tier 5) of benefits.

    I am hoping someone can answer this for me…I am stressing I am a single mom of 3. I worked since i was 15, I am now 38. I got laid off in 2008. I am a tier 3 in the state of Arkansas, I just exhausted my EU …Will I got any more UE? OR is this it? My local office says to hang in there…and wait to get a letter…Someone help!!!!

    well a lot of you have the right idea, just a quick note, I talked to some of the bigger companies and they said they receive 500-700 resumes a month on jobs that are advertised, and receive 300-500 a month on general solicitations, they said that they receive so much mail they cannot physically view all the resumes. And this is at most of the larger companies

    Does everone realize, with the money now being sent out this will be a boost to the economy in the 3rd quarter? Those figures will come out just before the election. Is it possible that is the reason for the delay?

    I JUST FINISHED MY FOURTH TIER AND WAS OF THE UNDERSTANDING THAT THIS EXTENSION OF BENEFITS WOULD EFFECT ME. I KNOW NOW THAT IS NOT TRUE. HOPEFULLY THERE WILL BE A FIFTH TIER AND MAYBE WE WILL NOT OUTSOURCE ANY MORE JOBS BUT I GUESS THIS IS ABOUT AS MUCH CHANCE AS THIS IS GOING TO HAPPEN.

    I heard on the Howie Carr show (Boston radio talk show) yesterday that the real unemployment rate (referred to as the G6) is really over 20%, and probably much higher than that because it does not include the self-employed, it does not include real estate agents, it does not include any one that was working under the table, and it does not include anyone that has exhausted all 4 tier unemployment extensions (the 99′s).

    Howie stated that 27% of the households in America have someone in them that is unemployed!! And Howie & his callers were stating that this economic situation is approaching (if not already there) the conditions of the Great Depression.

    But who really cares about all this just as long as M.O. (can’t spell her name on this website cause my message will get deleted) keeps giving everyone lectures on what types of foods to eat!! Then I quess everything will be OK!

    I just copy and pasted the following post because I would write the same thing. I understand completely, Judity, I too am nearing retirement age, send 60-70 resumes a week to mostly bogus ads, and about 15-20 via fax. There are VERY few legitimate ads online, especially on Craigslist, and the real ones do not want to hire people in their late 50′s or early 60′s. You’re right, “Age discrimination is alive and well”.
    Good Luck, Judith! I, personally, plan to go to the polls and VOTE AGAINST EVERY INCUMBENT politician. How much worse could a “Newbie” be?

    I’m a 99er. I have looked for work ever since being laid off Oct ’08. I have sent more resume’s than I can keep track of. Scam jobs everywhere on the internet. Send in a resume, you get no response, no indication that anyone received it, companies don’t publish contacts or phone numbers. The same jobs keep appearing on the job boards week after week. I’m not lazy and I do not enjoy sitting at home collecting unemployment like many Republican lawmakers insinuate (and now, even some Democrats). There are few local jobs, ie. WalMart, Walgreens, Krogers, 7-11, etc. There are so many applicants for each job, people don’t have a chance. Especially people like me and several million others who are approaching retirement age and still need to work – age discrimination is alive and well. I have paid into the system for almost 40 years and have collected unemployment only once before, in the late 80′s. Shouldn’t people like me be entitled to a Tier 5 and Tier 6?

    The bleeping liberal press continues to mis-inform everyone! The Senate did NOT pass an unemployment extension. What they passed was an extension of time to apply for one of the first four tier extensions. This affects about 2.5 million Americans.

    But what about the FOUR MILLION AMERICANS that ran out of that 4th tier back in either February or March (depending on what State a person lives in), they have not been able to find a job, they are going HOMELESS, and that DISGRACEFUL PRESIDENT AND ALL THE DISGRACEFUL MEMBERS OF THE SENATE refuse to even acknowledge that these Americans even exist and are in critical need of a 5th tier extension!!

    Over 8 million jobs have been lost since December 2007!!
    And most these jobs are never coming back!!

    The 99′s need someone in politics that has some guts & character to speak up for them. Unfortunately, no one in the Senate has these character traits!! And the President, is worse than any of them!!

    I know 6 unemployed people and they have never even looked for a job, One guy could get a job here easily but said he doesn’t want to work in a machine shop anymore, but he didn’t go back to school to learn anything else. His wife still works so he just lays on his butt all day. Others moved back to parents house and lay around and blow unemployment on having fun. two go to casino’s atleast once a month. I won’t go on but I could. You get the point I hope.

    It’s one thing to be laid off and be bale to find a job. It’s another thing to be laid off, look for jobs, apply, not get the job and then see the posting for the SAME DAM JOB 2 WEEKS LATER. There should be fines for stuff like this. Any medium to large sized company making a buck after laying off even 1% of their workforce should be subject to have their profits seized in the same manner mine was when i owed on student loans. Put the money into funding unemployment extensions. Then the gov’t would be so worried about the deficit.

    i have a question if any one can help me that would be great because i called my unemployment office and they were rude to me. i heard that if passed on tuesday it will be retroactive but this is what i want to no, the end of june is when my tier 2 had ended, and the bill did not pass so i could not move on to my tier 3,, and unemployment says continue to file but sence i dident move on to tier 3 it wont let me file, and im about a month worth of pay now i could have received but sence it dident pass i did not get money and im really needing it so will i still get back pay can the unemployment office fix it once the bill is passed? if any one reads this and can answer i would be so greatful because i try to get ahold of them it takes and hour on the phone then they were rude after i waited that long

    Who cares if 4 million Americans are going homeless because they can not find a job, have run out of unemployment benefits starting back in February or March (depending on what State a person lives in), and the ENTIRE Senate & the President are refusing them a life line via a 5th tier extension; who really cares? just as long as M.O. can keep lecturing everyone on what foods to eat then I quess everything will turn out fine!!

    these judgements if you have not walked in our shoes. I have used a lot of my retirement and have been looking for a job for a year. We bail out the banks, we send money to other countries. Why can you not help the American people? Forget Republicans and Democrats, work together as a people and you will get things done.You must have the compassion to help the unemployed and pass these bills.

    I’m appalled at some of the comments here from those who have not walked in our shoes. I’ve never been unemployed until 2008 – I’ve gone through my retirement savings, I’am forced to sell my home at a substantial loss, and I have no health insurance at 62. Does this seem like someone who does not want to work? Once more and more millions exhaust all benefits and there are still no jobs, I guarantee this country will see riots or violence.

There should be fines for stuff like this. Any medium to large sized company making a buck after laying off even 1% of their workforce should be subject to have their profits seized in the same manner mine was when i owed on student loans. Put the money into funding unemployment extensions. Then the gov’t would be so worried about the deficit.

    i have a question if any one can help me that would be great because i called my unemployment office and they were rude to me. i heard that if passed on tuesday it will be retroactive but this is what i want to no, the end of june is when my tier 2 had ended, and the bill did not pass so i could not move on to my tier 3,, and unemployment says continue to file but sence i dident move on to tier 3 it wont let me file, and im about a month worth of pay now i could have received but sence it dident pass i did not get money and im really needing it so will i still get back pay can the unemployment office fix it once the bill is passed? if any one reads this and can answer i would be so greatful because i try to get ahold of them it takes and hour on the phone then they were rude after i waited that long

    Who cares if 4 million Americans are going homeless because they can not find a job, have run out of unemployment benefits starting back in February or March (depending on what State a person lives in), and the ENTIRE Senate & the President are refusing them a life line via a 5th tier extension; who really cares? just as long as M.O. can keep lecturing everyone on what foods to eat then I quess everything will turn out fine!!

    these judgements if you have not walked in our shoes. I have used a lot of my retirement and have been looking for a job for a year. We bail out the banks, we send money to other countries. Why can you not help the American people? Forget Republicans and Democrats, work together as a people and you will get things done.You must have the compassion to help the unemployed and pass these bills.

    I’m appalled at some of the comments here from those who have not walked in our shoes. I’ve never been unemployed until 2008 – I’ve gone through my retirement savings, I’am forced to sell my home at a substantial loss, and I have no health insurance at 62. Does this seem like someone who does not want to work? Once more and more millions exhaust all benefits and there are still no jobs, I guarantee this country will see riots or violence.

Unemployment Extension Benefits Bill HR 4213, S 3520, and Tier 5

Unemployment Extension Benefits Bill HR 4213, S 3520, and Tier 5. The unemployment extension benefits bill is a big deal to Americans, and it will be an even bigger deal to Congress come this November. HR 4213, or the American Jobs and Closing Tax Loopholes Act of 2010, hit a roadblock in the Senate after being passed by the House. The Partisan politics as usual continues as nothing has been resolved.

The House also approved S 3520, a standalone bill which would extend unemployment benefits until December 31, 2010. HR 4213 extends benefits only until November 30, 2010. The Senate didn’t pass this measure needed.

The last unemployment extension vote came out and it was one vote shy of passage. The official vote was 58-38, but Senator Harry Reid had to vote “no” in order to be able to bring the bill back on the floor.

Reid is getting blamed for the failure to pass the bill in some circles because he failed to take a Republican Senator’s offer to make compromises within the bill, such as using unused stimulus funds to pay for at least half the cost of the bill.

Reid likely didn’t compromise because many expect the bill to pass once a replacement is named for Senator Robert Byrd, the Democratic Senator from West Virginia who died at the age of 92 last Monday. Had he been present, the vote would have had the exact 2/3 majority needed for passage.

What the bills don’t do – neither HR 4213 or S 3520 – is create a fifth tier ( Tier 5 ) of employment benefits. Both unemployment extension bills would only extend the amount of time to file for tiers 1-4 of unemployment, to a max of 99 weeks of benefits. Once the unemployment extension is passed, then people can fight for the fifth tier ( Tier 5) of benefits.

    I am hoping someone can answer this for me…I am stressing I am a single mom of 3. I worked since i was 15, I am now 38. I got laid off in 2008. I am a tier 3 in the state of Arkansas, I just exhausted my EU …Will I got any more UE? OR is this it? My local office says to hang in there…and wait to get a letter…Someone help!!!!

    well a lot of you have the right idea, just a quick note, I talked to some of the bigger companies and they said they receive 500-700 resumes a month on jobs that are advertised, and receive 300-500 a month on general solicitations, they said that they receive so much mail they cannot physically view all the resumes. And this is at most of the larger companies

    I heard on the Howie Carr show (Boston radio talk show) yesterday that the real unemployment rate (referred to as the G6) is really over 20%, and probably much higher than that because it does not include the self-employed, it does not include real estate agents, it does not include any one that was working under the table, and it does not include anyone that has exhausted all 4 tier unemployment extensions (the 99′s).

    Howie stated that 27% of the households in America have someone in them that is unemployed!! And Howie & his callers were stating that this economic situation is approaching (if not already there) the conditions of the Great Depression.

    But who really cares about all this just as long as M.O. (can’t spell her name on this website cause my message will get deleted) keeps giving everyone lectures on what types of foods to eat!! Then I quess everything will be OK!

I understand completely, Judity, I too am nearing retirement age, send 60-70 resumes a week to mostly bogus ads, and about 15-20 via fax. There are VERY few legitimate ads online, especially on Craigslist, and the real ones do not want to hire people in their late 50′s or early 60′s. You’re right, “Age discrimination is alive and well”.
    Good Luck, Judith! I, personally, plan to go to the polls and VOTE AGAINST EVERY INCUMBENT politician. How much worse could a “Newbie” be?

Send in a resume, you get no response, no indication that anyone received it, companies don’t publish contacts or phone numbers. The same jobs keep appearing on the job boards week after week. I’m not lazy and I do not enjoy sitting at home collecting unemployment like many Republican lawmakers insinuate (and now, even some Democrats). There are few local jobs, ie. WalMart, Walgreens, Krogers, 7-11, etc. There are so many applicants for each job, people don’t have a chance. Especially people like me and several million others who are approaching retirement age and still need to work – age discrimination is alive and well. I have paid into the system for almost 40 years and have collected unemployment only once before, in the late 80′s. Shouldn’t people like me be entitled to a Tier 5 and Tier 6?

    The bleeping liberal press continues to mis-inform everyone! The Senate did NOT pass an unemployment extension. What they passed was an extension of time to apply for one of the first four tier extensions. This affects about 2.5 million Americans.

    But what about the FOUR MILLION AMERICANS that ran out of that 4th tier back in either February or March (depending on what State a person lives in), they have not been able to find a job, they are going HOMELESS, and that DISGRACEFUL PRESIDENT AND ALL THE DISGRACEFUL MEMBERS OF THE SENATE refuse to even acknowledge that these Americans even exist and are in critical need of a 5th tier extension!!

    Over 8 million jobs have been lost since December 2007!!
    And most these jobs are never coming back!!

    The 99′s need someone in politics that has some guts & character to speak up for them. Unfortunately, no one in the Senate has these character traits!! And the President, is worse than any of them!!

    I know 6 unemployed people and they have never even looked for a job, One guy could get a job here easily but said he doesn’t want to work in a machine shop anymore, but he didn’t go back to school to learn anything else. His wife still works so he just lays on his butt all day. Others moved back to parents house and lay around and blow unemployment on having fun. two go to casino’s atleast once a month. I won’t go on but I could. You get the point I hope.

    It’s one thing to be laid off and be bale to find a job. It’s another thing to be laid off, look for jobs, apply, not get the job and then see the posting for the SAME DAM JOB 2 WEEKS LATER. Also, does it make you feel better about yourself to put people down over such a simple typo? If so, I really feel sorry for you and hope you don’t find yourself unemployed and scrambling for the right words. Seriously, grow up and lose the negativity towards people you know nothing about.

    I’m a 99er. I have looked for work ever since being laid off Oct ’08. I have sent more resume’s than I can keep track of. Scam jobs everywhere on the internet. Send in a resume, you get no response, no indication that anyone received it, companies don’t publish contacts or phone numbers. The same jobs keep appearing on the job boards week after week. I’m not lazy and I do not enjoy sitting at home collecting unemployment like many Republican lawmakers insinuate (and now, even some Democrats). There are few local jobs, ie. WalMart, Walgreens, Krogers, 7-11, etc. There are so many applicants for each job, people don’t have a chance. Especially people like me and several million others who are approaching retirement age and still need to work – age discrimination is alive and well. I have paid into the system for almost 40 years and have collected unemployment only once before, in the late 80′s. Shouldn’t people like me be entitled to a Tier 5 and Tier 6?

    I know 6 unemployed people and they have never even looked for a job, One guy could get a job here easily but said he doesn’t want to work in a machine shop anymore, but he didn’t go back to school to learn anything else. His wife still works so he just lays on his butt all day. Others moved back to parents house and lay around and blow unemployment on having fun. two go to casino’s atleast once a month. I won’t go on but I could. You get the point I hope.

    It’s one thing to be laid off and be bale to find a job. It’s another thing to be laid off, look for jobs, apply, not get the job and then see the posting for the SAME DAM JOB 2 WEEKS LATER. There should be fines for stuff like this. Any medium to large sized company making a buck after laying off even 1% of their workforce should be subject to have their profits seized in the same manner mine was when i owed on student loans. Put the money into funding unemployment extensions. Then the gov’t would be so worried about the deficit.

    i have a question if any one can help me that would be great because i called my unemployment office and they were rude to me. i heard that if passed on tuesday it will be retroactive but this is what i want to no, the end of june is when my tier 2 had ended, and the bill did not pass so i could not move on to my tier 3,, and unemployment says continue to file but sence i dident move on to tier 3 it wont let me file, and im about a month worth of pay now i could have received but sence it dident pass i did not get money and im really needing it so will i still get back pay can the unemployment office fix it once the bill is passed? if any one reads this and can answer i would be so greatful because i try to get ahold of them it takes and hour on the phone then they were rude after i waited that long

    Who cares if 4 million Americans are going homeless because they can not find a job, have run out of unemployment benefits starting back in February or March (depending on what State a person lives in), and the ENTIRE Senate & the President are refusing them a life line via a 5th tier extension; who really cares? just as long as M.O. can keep lecturing everyone on what foods to eat then I quess everything will turn out fine!!

    I agree with Chris, I am also appaled.How can you make
    these judgements if you have not walked in our shoes. I have used a lot of my retirement and have been looking for a job for a year. We bail out the banks, we send money to other countries. Why can you not help the American people? Forget Republicans and Democrats, work together as a people and you will get things done.You must have the compassion to help the unemployed and pass these bills.

    I’m appalled at some of the comments here from those who have not walked in our shoes. I’ve never been unemployed until 2008 – I’ve gone through my retirement savings, I’am forced to sell my home at a substantial loss, and I have no health insurance at 62. Does this seem like someone who does not want to work? Once more and more millions exhaust all benefits and there are still no jobs, I guarantee this country will see riots or violence.
