Tier 5 Unemployment Extension: Stabenow vs Berkley Bills Coverage By State

There are now two initiatives in Congress that are tying to address the plight of 99ers – unemployed Americans who have maxed out their jobless benefits from the federal government. These two Tier 5 unemployment extension bills share the same concern for the 99ers yet, are different in their approaches.

Senator Debbie Stabenow’s “Americans Want to Work Act,” or S. 3706, was introduced last August 4. Senator Stabenow’s Tier 5 bill, does not only aim to help 99ers, it also seeks to cut taxes for businesses that hire new workers who have been looking for work the longest time.

On August 10, Representative Shelley Berkley (D-NV) introduced her own Tier 5 unemployment extension bill for 99ers – The Emergency Unemployment Compensation Extension Act. Senator Stabenow’s legislative proposal provides incentives to businesses who hire 99ers, while Representative Berkley’s bill focuses solely on extending a separate Tier of unemployment benefits.

There is also another significant difference between both Tier 5 unemployment extension bills: their coverage of states whose 99ers will benefit from federal jobless assistance. Senator Stabenow’s bill proposes to cover states with 7.5 percent or higher unemployment rates, while Representative Berkley’s act proposes to cover states with 10 percent unemployment rates or higher.

The following table shows which states are covered and which are not under each proposed Tier 5 unemployment extension bills. The rates used are June 5 figures as indicated in the Bureau of Labor Statistics website www.bls.gov

      We need help! Here is my suggestion:

      1) Provide tax breaks for businesses who agree to hire the long-term unemployed for a period of AT LEAST 18 months (provided the employee does not lose their job through a fault of their own).
      2) Provide for another 26 weeks of unemployment for the long-term unemployed with the stipulation that benefits may only be collected if the individual attends some fomr of training.
      3) Provide for grants to place the long-term unemployed into school so that they can learn a new job skill in one of several fields that have been chosen as “job fields likely to be hiring.” (we don’t want money to be wasted by the few who might take the chance to attend clown school instead of something likely to lead to being hired).
      4) Create new jobs by providing tax breaks and other incentives to various businesses and provide for research and development grants for businesses who agree to hire unemployed workers coming out of their new training.

      How does this get paid for? Well, since printing money and taxing is all we are able to do right now anyway, why not use that money to retrain the long-term unemployed, so that they can get jobs at newly developed businesses and pay the money back in through new tax revenue? These suggestions would provide for the immediate neeeds of the unemployed, provide for their training, provide for job creation, and then put all that money right back into the economy through PRODUCTION and the generation of more tax revenue.

        The training that is provided does not come close to the training that is needed !! I attended a so called “Re-training ” paid for with federal funds only to have the instructor say “Google It” when students had questions ! Then on week 5 the class found out that we would need 2 more courses at 2,000 / course at our own expense before students could sit for certification. Plus the instructor made jokes about Blacks, Women and the Learning Disabled. The class complained about this instructor, but nothing could be done.

        If you want re-training then the training provider MUST guarantee that the students will be job ready once training is complete and if they are not ready to take certification exams, then the training provider should be fined 10,000 per student

        What about those of us who are over 60 years old ? Do you think even if we atttend a training course or school that we would even be considered for a career position ? Believe it or not there is age discrimination . All employers have to say is that you are over or under qualified . Good luck with that changing career idea .

      The Senators from the states NOT included are not going to go for this deal…And we need EVERY SINGLE Democrat. If your not included in this bill, I wouldn’t worry you will be included w/ an ammendment im sure w/ probably 13-14 weeks, but at least it is something. It is the only way that there will be enough votes if All States get the extension. This is what happened last time, and the time before. They couldnt get enough votes so they had to give something to EVERYONE

I don’t understand how quickly this nation responds to any other country that fall on hard times yet ignore its own citizens when they can’t provide a roof over their family or food on the table. Are we not facing crisis of enormous proportion? I don’t want a hand down. I need a job to provide for my family. My husband a Viet-Nam veteran died in 2006, in 2008 I lost my job and please believe me when I say I have been looking for a job ever seems. I’m going to be 60 in October and as I look around there are too many younger unemployed people and not enough jobs. What are my changes?

        I agree that extensions are needed. If not, state agencies won’t be able to handle millions of homeless, angry and desperate people who have used up their friend’s and family’s good will. Also, there are many people who have no family to turn to and many, who were employed last year, are unemployed this year. This is a catastrophe. Hopefully, politicians will acknowledge and act as if this is a national emergency, because it is.

These Republicans dont understand. There’s 30 million Americans out of work with only 3 million openings. Is everybody retarded?!       I think the reason the news media, especially television news, give little coverage to the unemployed is because we are not visual enough. No bodies laying on the street, no birds covered in oil and no flood waters running down a city street. Until we can be more colorful there is little chance of us getting any coverage before the November elections. If, however, the Republicans lose in big numbers then and only then will they take notice to us; except for Fox News that is. By then, however, it will be too late to help some people and I guess that is what the Republicans want.

    I have spoken to friends that work at the employment office, and I believe them when they say our unemployment rate is closer to 18%…

    If we give tax breaks to employers for hiring us… isn’t that just a back door Bush Tax break for the wealthy?

    To add: I just read that 76 million dollars has been provided to aid Pakistan due to the flooding. WTF? I have compassion for everyone, regardless of who or whare, but somebody tell me how in the hell this kind of money can go this quickly to other countries but NOT to help us here in our own country? Who had to approve this? Where does the money come from?!

    I am not a conspiracy theorist, but sometims I feel as if our government deliberately WANTS to annihilate some of it’s citizens (50+ especially) from society. If things go on the way they have been (or get worse) that is exactly what is going to happen. People on the streets, starving, dying from lack of medical care or hunger, mass homelesness. God help us all…

    If unemployment is 5% or 10% there are still no jobs available. You still have bills to pay regardless of the unemployment rate in your state. Why penalize people in this economy. Pass extensions based on how long people are ot of work. If you cannot find a job in two years you need some help to survive and it looks as though it will not get better until 2013 what are 99ers going to do next year. We are in trouble big time.

    if you cant find a job in two years you aint trying i see jobs at fast food places everyday and i live in a state (tn) with a 10+unemployment but i get paid more on unemployment than i would if i worked a 40 work week exspecially after taxes and gas … there are jobs out there but most people arent looking. im looking but im doing what most people are doing looking for a mgt position.. i am a college grad by the way.

Most have applied for fast food jobs just to be told were over qualified. We are here because we have not recieved help in months (april 2010 for me) and were still unable to find work period from the bottom up.       Are you stupid. The low paying jobs are held by illegal immigrants or green card holders. So you can apply, but you won’t get it. The drugstores and retail stores are paying $8 an hour. You can’t those either.Do you know how much money these retail establishments make? Millions! But who can live on $250 a week after taxes and bus costs which have risen if you live in a major city where a dump of an apartment will run you $1500 a month easy.

      Now it’s the rich against the poor. There is no middle class. I say take a stand and every working person should not go to work for one day all over the county. How about August 30th.

      Stephen, do you not read the news? The GOP has set themselves up for complete landslide victories across the board. They should take control of the House after midterms.

      The Dems control the House, the Senate, and the Whitehouse… yet you blame the GOP? Since they are the minority, they have played the “Party of No” to their advantage. Granted, they have done this for their benefit and not to help our Country. But since they can’t stop Bills from being passed, they have played politics very well, while the Dems seemed to have forgotten about playing politics, or doing what is right for our Country too.

      Keep in mind that Senator Reid and Speaker Pelosi both said that no Tier V Bill would be debated before midterms… and they are both Dems.

      Also, when election issues are based about economics, as this midterm definitely is, more GOPs turn out to vote than Dems. A recent Reuters survey said that out of the people that plan to vote, 81% will be GOP while only 64% will be Dems. Which means that in any tight race, the GOP candidate will win. And when times are bad, voters tend to vote against the Party in power.

      And one more thing, don’t forget that the 2 Maine Senators, both GOP, have been crossing party lines when it comes to voting for unemployment extensions and job creation. The Senate definitely had these 2 votes for S3706, yet Reid, nor Obama, would keep the Senate in session to pass the 7.5% Tier V Bill. They let the Senate go on recess and then they will only have 14-15 days in session before midterms.

      So you should be pissed off at Reid, and Obama, for not making them work on passing this Bill. Hell, Obama made Congress skip weekends, recess, and vacations to pass his Health Care Reform, yet that doesn’t go into effect until 2014. While a Tier V would go into effect immediately. That just absurd.

      I’m not saying the GOP is better than the Dems, but do get your facts straight before you go yelling up a storm about either one of them.

    Having two “plans” just adds to the GOP’s locker of issues vs Democrats about leadership. See how rudderless they are. One wants 10%+, the other wants 7.5%+.
    Let’s not forget that Barkley got everyone all pumped up about legislation prior to their vacation and abruptly sh*t the bed the next day. Now she’s back with a plan that, OBVIOUSLY, addresses her home state’s %. She’s just helping to marginalize our plight. The recent extension to some unemployed shut them up so there’s some of our “clout.” Barkley wants to help those states at 10%+ ONLY, so that leaves the rest of us feeling like a nickel waiting for change.
    I know it’s important (and can be expensive) to faxfaxfaxfaxfax and callcallcallcallcall Washington but AIN’T NOBODY HOME!! Especially Repubs…do you think Boehner gets up from his tanning bed to call the home office asking if the 99ers are overtaxing his staff?
    I’ll put this Tier V tug-of-votes squarely on the sagging shoulders of Harry the Elder. TALK to your senators, you fossilized old wimp. Two plans? Same party?

      Do keep in mind that Berkley beat the same guy running against her 2 years ago with almost 90% of the vote. Nevada just held their primaries, so I haven’t seen any polls yet, but I can’t believe that she has lost that many votes in just 2 years. (Then again, it has been a rough 2 years.)

      So it doesn’t appear to be a vote gaining deal on her part. Granted, it may be for the cosponsors of the Bill.

      Really what it comes down to is that Berkley’s 10% Tier V Bill (HR6091) just all-around seems weird. Some of the cosponsors State’s don’t even fall into the 10% range.

      The only thing I can make of it is that it was an attempt to show the Senate that the House, while interrupting their recess, was willing to introduce new legislature. Kind of a slap in the face to Senator Reid for not keeping the Senate in session, and who is also from Nevada.

      Who the hell knows what these politicians plans are? I don’t think even they know.

        She exposed herself with the “Oops” back when we all got wind of a “possible” bill for 99ers and then rope-a-doped the next day or so. If anything, she should have allied herself with Stabenow had they communicated with each other.

This is just another excuse to make gov’t look better, they are buying time while they try and figure out what the hell they are going to do about the mess they got us into by sending jobs overseas!     While collecting unemployment i registered at the RI unemployment dept. for training. I was told that i did not need it and to rewrite my resume. I do not have a college degree but have had some college. I have a tech degree in pharmacy. I also worked with special needs individuals with high behaviors. This state only paid me 11.70 to put my life in thier hands. I was traveling from one end of the state to the other. I was taking money out of my own pocket for gas because it wasnt coming back to me fully in gas mileage. I was told that even if the governer shuts down the state we would still be expected to make our runs to pick these individuals up so that the program would not loose money. I sat on the side of the road in a blizzard with 3 male special needs people. Then the economy started going south and my job was elliminated. Now we have a hiring freeze all across the board. I would have liked to further my education in the med field but was denied. I lost my benefits 5 weeks ago. I do not have a place to live, looking for a place to cook any where i can. No gas in my car, no insurance, not disabled, not over 65, and although i need new glasses, i am not blind. The state and government didnt care then and they do not care now. It is all about the money and not about us. Our children on the street crying because they are hungry is ok. Taking a normal childs house away is ok. Our government are children abusers, murderers and domestic violaters in full affect. It is inhumane to mistreat a special needs individual but it is ok to put a normal child out on the street? No matter how you look at it it is not ok. GOD IS WATCHING AND PAY BACK WILL BE A BITCH!

      This comment is to Mr. Whine Whine Whine. I am a 50 year old woman and have been on unemployment for two years. I worked for 30 years with no breaks in employment until I was laid off in July of 2008. I have applied for every job opening I can find with no luck. I am now waiting on a tier 5 extension. Do you know where I’m waiting? In my car. That’s right, I have lost everything and now share my ford explorer with my 2 small dogs. Not because I don’t want to work, but because I can not find work. Just remember your smart @ss comment because things have a way of coming back and biting.

          You are entitled to 26 weeks, the govt has graciously granted additional weeks up to 99.

          People are really tired of the lie that there is “no help for the 99ers.” The statement should read that there is no ADDITIONAL help for those reaching almost two years in benefits. This can’t, and you should not expect this to be an endless entitlement, or you find work suitable to you. I understand it all too well, and many more are getting on board with this thinking.

      Sebastian, I applaud your comments and assertiveness. I assume you live in a state with record low unemployment, right? Maybe you have a government job now. That would explain why you feel the government is entitled to keep the UE some of us paid in from working 2 full time jobs and a part time while going to college, then working for many more years, no breaks, no using vacation time. Well the funny thing is that where I live they are still laying people off. I have seen a couple of jobs that I applied for then had to file discrimination reports on. Apparently since I’ve worked since age 16 and hold 2 college degrees I am too successful for Checkers and MacDonalds to hire to flip burgers. As for spending time trolling the internet, it might amaze you to learn that there are educational resources on the internet that can help a person to re-educate themself. Now, it might be a little too successful for you to comprehend but at this point my pride is not so great that I cannot admit I need help while I attempt to teach myself how to do a few things that most people attend college 8 years to do. Anyways I wish you well and sincerely hope you don’t get to enjoy the trials I have happened upon but I can guarantee this much, my will to succeed is much greater than yours and if the economy keeps tanking I will be in a position to survive regardless but depending on your educational and skill background you might not be so lucky my friend. Don’t repeat my mistake of attending college and getting degrees in one field as it can bite you, take this time to learn additional skills so you don’t have to whine like me.

      Susan the numbers are delusional! They are not including the 99er’s because they are neither employed or claiming unemployment and so they have no way of putting them in thier statistics. So it looks better than it really is when you look at those numbers. This is why we have to keep up the madness of emails, faxes and letters to our reps. Out of sight out of mind!

    The 99ers are not even counted in the unemployment numbers, so there may in fact be MORE 99ers in a state that reflects a lower percentage. So the Bills could miss their target if they don’t include all 99ers.

    are they kidding me….10%? I live in a state with 12% and worked in another state which is at 9%, so because I worked in another state i wouldn’t get it? I think all should get it, what because one person lives in a state that has a lower rate they are not entitled or feeling the effects of this economy? This country is a mess and I don’t blame Obama, I blame the sentate and the lawmakers who sit and think up this bull shit. I do however think our president needs to step up to the plate here. We need someone to help us. I will be a 99er in about 4 weeks. I look for jobs everyday, send resumes out and practically beg for an interview, everyday. I have had only 2 interviews all year, how can I get a job if I can’t get an interview. As far as retraining, I went to college in my 40′s and graduated in 2002 for a better life so a 6 week training sessin is not going to benefit me. If they want to retrain me let them send me back to college and I will gladly go and get another degree but otherwise i see it as a waste of time.

As I have stated before cut their salaries to 1/10th of what their getting now, make them pay for their own health care, take away their state dinners and chauffer driven limos, and their power lunches at the prestigious clubs, and see how many run for office next time. Oh, I forgot, limit terms to 6 years, that would at least get rid of our sleeping Senators! Someone once said a couple of hundred years ago “politics was not meant to be a career”!!

    We need tier five unemployment extension bill passed now but you know this is not going to happen if it was it would have by now. No one is talking about tier 5 but the blogger. The 99er are in desperate need today not tomorrow but today. The politicians are delaying this bill, until November, by then we will have a domino effect. You will have lost everything by the time they decide to bring this bill to the floor. Now it seem the politician wants your vote for what to tell you that the issue that the people care about don’t count we need tier 5 now

    The “99 ‘ers” message must get across to everyone, especially those still employed.
    As we lose millions of consumers to joblessness, businesses will not hire, contract, and/or shed more jobs to maintain solvency. Holiday sales will be anemic , deflation may get the lucky worker all kinds of deals on products made overseas, but in the long run, will produce an economy in 2011 that does the dead cat bounce.
    That means if you are working now, there is a good chance that you may not be next year or will take a pay cut and/or work twice as hard with no salary increase.
    Please understand that the “99′er”s, whether you are currently working, or not, is not just about people over 50 or grads who are out of work for 2 years or more. The unemployed voter is the canary in the coal mine..it is about all of us.
    With ten people waiting to take your job, contacting your representative about our country’s growing economic crisis is a must. The job you save may be your own.

    I applaud Debbie Stabenow for introducing the Tier 5 bill in the Senate, but NOT the way it was introduced.
    Instead of addressing an EMERGENCY issue, Stabenow left it open-ended and un-funded to play politics with peoples lives and futures, and to trigger eventual filibusters from the other side, so Stabenow can point fingers, and try to buy votes in the upcoming mid-term elections . One of the backers is Sen. Harry Reid, who started the whole mess with extending unemployment benefits by stripping out everything including the funding. Reid won’t be re-elected in Nov. 2010, and Stabenow will follow suit in Nov. 2012, and Sen. Carl Levin in Nov. 2014, unless they resign before that. I’m from Michigan and know what hardships these two senators from a hardest-hit state of Michigan have caused, by not working quickly to expedite aide to the unemployed They could have urged Obama to do an executive order some time ago, and all those extension fights over expiration dates would NOT have happened, and there would have been room to add a Tier 5 and even a Tier 6, like what happened with the adding of Tier 3 and Tier 4 in 2009. No, instead Stabenow wants to do her finger-pointing and I can tell you where Stabenow can stick that finger before she too is ousted from office.

    Sure sounds like a great start, at least. But, I want to comment on what some others believe should be included before applicants can receive the Tier 5 benefits: First, I am nearly 49 years old and was fired due to downsizing along with 300 others where I worked. I was 46 then and 95% of us were over 40. Make no mistake about it folks……age discrimination is a stark reality out there. HR departments aren’t foolish enough to cite age as a reason for termination though. So now, I go back to school for 2-4 years and emerge 51-53 years of age. So, now, I am a more attractive candidate for hire somehow? I think not. Fact is that apprentice programs are virtually non-existent and on-the-job training programs only work if: 1:) There’s a job available and 2:) You’re young enough in the company’s eyes to be hired. I know I’m just skimming the surface of this problem, but the information I’ve just communicated is right at the top of the list.

    So i read all the posts, again for this day, but allways couple of button pusher’s in every partay- no lets move to the question of the day- ok boys and girls- on june 2, which actually was may 30, if you were on a tier, you were stuck, ie: if ya had say- 10 weeks of tier 1 left, then you had 10 week’s till the fat lady was singing, also if you recall, seb (state ext. bennies) have a sunset clause, so they went by by on june 15, after what 7-8, weeks, the suit’s said ok we have sliced and diced 4213 so far up the ginzoo, we go to now nov 30, which is actually nov 27, for the cut off date, soooo, this is a june 2- 5 month ext. so, again us brothers that still have a tier, running, get t-boned, same for (seb) people, any way i cant get to info from no one, about this so called, nov 30 cut off date, not even the us dept. of labor, wow! Now on to question #2 Now two bills, in two different houses, who’s idea was this, 10-7.5 %, ya show me the car fax, with nothing about ext. the dead-line ie: nov 27, Sooooooo these puppys are on recess till sept 13, both these bill’s have to go to the bean counters, in not one but 2, yes 2!!! houses, which will take how long???? weeks, months????, then by the powers to be, it goes to the floor, weeks????, months????, come on people we are close to the end of the month, with, 2 months and counting, till nov 2nd, now add in 4 day work weeks, for our loving congress members, do ya see tier 5 passing, befor nov 27????     We need a President who can muster up the courage and conviction to get this done and NOW. Why do we have to be the ones who suffer and are forced to wait while the rich are out playing around and could care less when or if we ever get any help. They are only thinking of themselves. There are no jobs out there and if there are any there are hundreds applying for it and if you are over 40 forget it. What are we suppose to do? We do not have any money to do anything! We are daily losing all our possessions and homes and cars and for what? To be told we are lazy and don’t want to work. Give us all a break. We are a broken group and have no light at the end of our tunnel. Many are getting so aggitated and depressed over this all that we may never recover. Our country is doomed if we all keep failing and those on regular UE will eventually be in our places too then what will government do when our numbers grow so fast and high that it is going to jeapardize our whole country. The president has the ability to change all this and we want to know why he doesn’t do something. All his town hall meetings are getting lame and they do not even allow any of us to talk at them. I am at my wits end and am getting 1 step closer to being insane as nobody will hire me and I really have no money or help from anybody. If you don’t have caring family then you are all alone in this and it is not a good place to be in. Very scarey.
